Secretive state climate talks stir disconnect with PA governor

A “climate working group” appointed by the governor is now convening privately, its members unidentified and the minutes of its meetings unreleased. The group’s existence came to light because of reporting by the Associated Press, and there appears to be no mention of the group or its agenda on the governor’s website.
