The federal immigration crackdown during President Donald Trump’s second administration has created opportunities and controversies for counties and local governments.

Allegheny County opted in March to bar its employees from cooperating with U.S. Immigrations and Customs Enforcement. A handful of municipalities within the county have passed similar legislation, while two have entered into agreements to work with ICE under its 287(g) program.
